I'm not sure yet if this is an issue with my tv (Hisense H9G) or the Android TV Amazon app but I'm leaning towards the latter. However, I get these crazy blotchy patches of backlighting only when watching hdr10 content on Amazon.
I can confirm a few things :
DV titles on Amazon look fine. (They are rare but Jack Ryan is one) Vudu HDR and DV look fine. Amazon HDR10 through the PS5 looks fine.
All of the above leads me to believe there is something up with the way they render HDR10 content with their app. Wondering if anyone else has come across this and/or found a solution.

Color depth being the only obvious difference, I verified Vudu hdr10 and DV which look fine are 10bit.

From all my research, I understand that the latest Chromecast with Google TV (not sure of previous generation Chromecast) has the ability to do all this including Requirement 4.However I am getting quite confused if this is an overkill as I am not able to identify if other devices such as Previous Generation Chromecast, Mi Box, Roku TV, Firestick etc will be able to do the same. Looking for an optimal solution that can suffice my above requirements and not looking at other fancy stuff..
