Which kind of ads? In all my boxes the only advertising I see are movies and show recommendations. Maybe the apps you use are the culprit.

If you are talking about the banner on Google TV, you can just click apps at the top. You can also install another home screen. On shield or onn tv boxes, that will prevent ads. I've not used Roku or fire so I cant say in those

The adds your getting come from whatever apps your adding to it. It's not the streaming device your using. If you don't know what app is causing the adds and like the apps your using. Then get add guard or blockada. That will block the adds. You will have to whitelist some of the apps because they won't work while using one of these add blockers.
Best ist the one that you can connect with ADB and remove any system bullshit inside.

Ads appear in certain countries. Some countries don't have ads. When I use a USA or UK VPN ads starts to be on the home screen.

You can get various iterations of a grid of icons but it solves the ad problem for those that as so disdainful of them. There are other launchers besides the on on the link available on the Play Store
Onn tv box cheapest, just De-bloat it. Also TiVo Stream 4k when you can find it cheap.

Don't buy based on that criteria. It's easy to get around that. (Custom Launcher, Blokada, ADB disablers)
Buy based on
Features (Dolby, Auto-Framerate, 4KUHD, etc.)
RAM (Do not get one with 1GB)
Storage (16 is best, but 8 is doable)
Processor (S904 series are good value)
