There is no issue. It's your Hardware that cannot pLay those QuaLity. U can't expect a Low End PC and TV to pLay something nice Like FULLHD with their Low Specs.
Go Buy a Cheap 4KUHD TV. it doesn't matter what brand, SmartTV or AndroidTV and your problem will be solved.
I would suspect it stutters cause the built in tv apps sucks and does not support a lot of video codecs.
Create a SMB Share on your Windows PC. Copy some test files into it. Stream off that SMB via Kodi or VLC. VLC should be easier than Kodi to setup, it just wants the login/password to the SMB Share.
I have a Full Tower filled with HDDs running Windows10 & Ryzen7 1600. Streaming 1080p & 2160p videos works fine for me. No Plex, just straight up SMB streaming.
Download Airflow. Worth every penny

Set up Plex or Kodi, both will do better than Windows Media streaming
