I have a large library, but it's getting annoying to have Plex crash two or three times before I can successfully navigate to the movie I want and start it. Once it's playing it's fine.
Do all Android TV devices have this issue, or is it just the Chromecast? I'll happily buy a new device if it fixes this issue.

It's not normal. Mine doesn't crash so far.
I ended up fixing my issue. I had run out of space and extended my Chromecast's internal space with a USB drive. I ended up removing a few apps, removing the drive, and reinstalling Plex. Everything has been good since then.
What a perplexing issue.
