I do not care about games and my tv already has all the streaming services (though I wouldn't care if it did support it just so I didn't have to change interfaces). I use kodi typically and I do not care about anything fancy like posters etc.

Shield TV Pro 2019 + PLEX. It plays DV mkv's perfectly off my local PLEX server. I have it connected through the on-board gigabit ethernet.
Download the Kodinerds build by Maven instead of the regular Kodi build.

Whatever device you choose will need to support Dolby Vision natively for streaming (ie. Sony or Hisense or TCL Android TV, Shield TV, Chromecast with Google TV).
I have a CCwgtv with kodinerds that can play most remux mkvs from my NAS. The only thing it can't play is Dolby vision dual layer FEL, so I try to find single layer remux when possible. For now, it works for me.
I've been contemplating the zidoo z9x. This will play mostly everything. It doesn't support dual layer Dolby vision, it will drop the enhanced layer and just play the base layer.
I would also prefer something with streaming apps so I don't have to switch inputs. I've found there isn't a device that supports everything, other than the very expensive ones. So I'm waiting to see if anything comes out at a reasonable price within the next year or two.
You want a chinoppo or a similar clone. Zidoo, zappiti are a step behind but light years ahead of any android tv solution. Google a bit and you’ll find that android tv is no solution for those who desire picture accuracy.
It depends are what you are referring to as flawless. Virtually all media players have some flaws for Dolby Vision. There are different profiles of Dolby Vision. Virtually all media players are designed to Play profile 5 flawless (streaming services). When it comes to uhd bluray remuxes that use profile 7 you are only getting Base Layer + RPU data and not the full DV. The Chromecast will Google TV I believe can play full FEL DV but not lossless audio and its a small device that would likely struggle with high bitrates.
If you want to play full DV with lossless audio from files you pretty much need a Sony Bluray Player. But then the files need to be in the ts format and not mp4 or mkv.
However the best of Android TV for DV would still be Nvidia Shield.
To add, Kodi official does not support DV in mkv so you would need a build like Kodi Nerds Mavens Build.
