It's either some kind of image processing on tv turned way too high, or just really shitty tv with awful color gradients. I would try going through all picture settings and try turning various settings down or off.
I did a fabric reset to the tv and that fixed the problem. Now everything looks sharp and nice 4k res. So, good ending .
Check for TV settings such as "Noise reduction" and "MPEG reduction" might help?
It seems it’s your TV since u said it’s the same on other Streamers. Have u Googled what are the Settings other ppl have used for ur specific TV? I know when I got mine I found other owners sharing their Settings. Just an idea, hope it helps…. What’s ur TV model???

I'd say it's more so the anime rip you are watching.
Did you try using another device come cited to the TV? Amazon fire TV or Android tv? What happens with built in apps on your TV? Same results?
I had a similar issue with my new TV. I can't remember exactly what I did, but I fixed it after changing some of the picture settings.

Sometimes TVs have some features which try to compensate for compression /improve the picture quality with some fancy algorithms. Check your TV settings for anything that sounds buzzwordy and turn it off to see if it helps.
Another thing - if it's running Android TV, it probably has Chromecast built-in. Does casting to the TV produce the same artefacts? (note: probably best not to use Netflix or Youtube for that test, since those services will likely redirect you to their native apps).

Is it like it on normal TV, if it is ,I would reseat the cables going to the boards and screen . Sometimes the pins get a dry on the connections .
Looks like compression artifacts to me. Try something that's higher bitrate or H.265.
