Mine has been abysmal recently, so laggy, crashing all the time, Plex performs awfully on it.
Is this still the best option?

Sound like something is bad wrong with your Shield. There is no better all around Android based device than the Shield as of yet. I'm not sure I have ever had any of my Shields crash or slowdown. All have been updated to the latest version and none even needed resetting ever and that's two 2017's in that group of devices. You can get by depending on what your needs are. CCwGTV can be good once you add a USB-C Hub with ethernet and a USB drive for expanded external storage and 3rd party launcher to get rid of the Google TV parts that weigh down the UI. Onn UHD is great if you don't need Dolby Vision but it really needs the same hardware updates as CCwGTV USB hub with ethernet and usb drive for expanded storage to be considered even remotely close to the Shield. All this assuming you play 4k Remuxes with Plex.
Given that it lacks VP 9.2 support or the newer AV1 support, I'd say no.
Yeah.
forgive me I did not realize the sole creator and mastermind of Android TV Boxes was amoung my post's readers! So you used to be an EMPLOYEE , of a widely unknown company that created a line of licensed Android TV boxes? Would you like to take a step forward to claim your award cookie? There are hundreds of conpanies doing this, -hopefully you left there voluntarily, realizing conpanies like Minix and Beelink would always be towering over you.
And why are you providing us all with your resume? Is there a reason or are you trying to impress or accomplish something? Are we also supposed to have heard of Siliconcrust as well?
If any if what I said was so obviously wrong, and EASILY CONFIRMABLE BY GOOGLE, why didn't you do that? Hah, correct me. I will gladly admit my errors when new information is brought forward, um so yeah why not go ahead and do that, Mr. Ned Scott
If your shield has issues like ag and crashes it may be time to factory reset it.
Guess he left, but his C.V. is on the table here everyone.
Yes. No one but YouTube cares about the missing codecs.
If you're only after for Android TV and don't care all too much about the gaming and upscaling features, you're not going to see much of a difference with a Chromecast. I have a new Shield Pro connected to my TV, but recently hooked up a Chromecast because the Shield was struggling to run the app I use for FTA TV (Channels) and also struggled with a few file types in Plex. The Chromecast runs better than the Shield for my own personal use cases and has now become my primary device for Android TV.
Admittedly the Shield does perform better when moving between apps and loading content, but not by all that much. The extra second I might have to wait on occasion when loading content in Plex on the Chromecast is well worth the trade off to have everything working the first time.
