Turns out the remote works and my parents just cannot figure out how to use the remote.

check out Amazon or Etsy... I usually go that route when I comes to customer covers or cases for remotes
You may not find any replacement covers to be any cheaper than just buying a new Onn device altogether. Especially the cheaper one for $15 that comes with the same remote.

Edit2: Nevermind, I misunderstood your question, I thought you were asking for a replacement battery cover, whereas you are instead asking for a protective case. My bad.

The ones for the latest fire tv devices fit pretty close. A couple of careful snips with a pair of scissors gives access to all the buttons. Not pretty but someone with a steady hand can do better I'm sure. https://imgur.com/xKmGy7R
