You can use app like rotation control to force landscape mode but you might need a mouse, airmouse, to navigate, also hacker keyboard to input text, if gboard doesn't work with the mouse.
If an app doesn't have a TV interface defined, it will only ever display like on a phone. Not all apps are TV compatible.
