Can we somehow get Android TV 10 or higher on PC?

As far as I could search, only Android 9 is available on PC. Are others also out there, or is this it?

Sorry if it's a dumb ques, but just getting into all this, so really wanna know.

EDIT: Also, why is Android TV only limited to 1080p resolution? Is there a way to get to 4K at least?

Android TV can support any resolution. But the UI is 1080p only. ATV 12 added support to render the UIbat native resolution, so up to 4k.

Android TV is proprietary so it's not available but you can get tablet or smartphone versions.
