need a tv that I can cast to without wifi

I am pretty sure that that does not exist (e.g. Bluetooth doesn't have enough bandwidth for casting)

Look for something that supports Miracast. With that, you can cast from Android or windows without being in a network.

Due to the way that casting works I'm pretty sure nothing like that exists at least not in a form that is built into a TV it would have to be some sort of external Wireless transmitting device that you could like hook up to a TV but trying to find something like that that could also hook up to a phone and be a system that was fast enough to transmit whatever was going on on a phone might be a tough ask. I myself was really annoyed about not being able to cast to my TV right before I moved after I got my internet disconnected even though I still had Internet on my phone and my router was still hooked up and connected to both the TV and my phone it didn't work because there was no actual internet connection on both devices. Because in order to cast both devices have to be on the same Wi-Fi connection in other words you can't cast from a phone that has a fast mobile connection if it's not connected to the Wi-Fi that the TV or device is connected to if that makes sense. Hopefully there will be some sort of tech that allows that to happen in the future.

Easy solution: use a cable. Not so easy: you can create your own wifi network, just need a small router.

Create a hotspot with your phone. Or get a "travel router" for 20-30$ that you can power via USB.

If you have an iOS device, i think AirPlay doesn't need wifi to share your screen.

So Sony TVs or a box like a Roku

You can cast directly to any Chromecast TV. It uses wifi though.

Any TV with wifi would do.
