Why is it a problem that it disconnects when it goes to sleep?
The easiest way to do this would be to set your device to "Stay Awake" so that it will not sleep when it's "charging".
Yes, I know that sounds weird, but Android is a OS that's based around being used in phones and tablets, so it tends to "assume" that there is a battery involved at all times.
I've got a MiBox 3 and here's how to make that change on one of those, I suspect that things should be similar or the same with your stick.
First go to "settings" > "Device Preferences" > "About" > Scroll down to "Build" and then click the center "OK/Enter" button a bunch of times, it will eventually show a "pop-up" that will include a countdown (clicks) needed to get access to the "Developer Mode", keep clicking until it says that you have activated "Developer Mode".
Then back click to "Device Preferences" and then scroll down to and select "Developer Options" which should now be showing.
Now go and activate "Enable Developer Options", you will probably have to click "OK" on a pop-up screen, and one you do that, the find "Stay Awake" and activate that option.
This should keep your Stick from going to "sleep" and disconnecting the WiFi.
I had some problems with screensaver's sometimes causing my MiBox to not respond to my remote, so I set the "Put device to sleep" option on the screensaver menu, to "never" to fix that issue. You might not have to do this, if you don't end up having any problems issues with the screensaver causing problems.
The main thing is that if you do this, the device stops going to "sleep" which is something that's there to help reduce battery use, which probably means that the device uses a bit more power than it would use if it was asleep.
This should resolve your issue where your stick ends up not being available to stream via Chromecast.
To recap, set your device to not sleep using settings in "Developer Options" and if needed set the screensaver's options to "Never" on the "Put Device to Sleep" setting.
