You can use the Android private DNS option through ADB(you can also do this on your phone with an app like Bugjaeger)

Try MacroDroid . You will need to grant MacroDroid WRITE_SECURE_SETTINGS permission throught adb.
You xan change DNS host upon launching a shortcut or whatever you want. You can always find help on our forum .

It's not specifically designed for that (it's a DNS based ad blocker) but it has the ability to assign custom DNS servers and switch between them relatively quickly
