second tivo 4k update this fixes the peacock issue

they released a new update that seems to fix the peacock and crashing now. the build simply goes from a user debug (sei400tv-userbug 10 qtt8.201201,004 4515) to normal (qtt8.201201.004 4515). note this does turn off developer options and did reset some permissions for me. everything other then the user debug seems the same though it feels a but slow to me again navigation wise kind of how it was before the last update. if you did not do the previous update the other day it seems to skip that one and go straight to this one (it did that on a fresh one out of the box after the first initial one during setup)
