Why is the bitrate so low on the March Madness app?

Quality is horrendous on the TV app but when I cast it from the March Madness phone app it's a lot better

I don’t know if this 3 hour preview is supposed to convince me to pay money but it’s doing the opposite. Bitrate is horrible and still freezes every 3-4 seconds. Unwatchable.
