Buying Recommendation for 4K/Dolby Vision/HDR Content?

All,
Hey so I found out that apparently my Roku TV isn't allowing me to use my TV to it's full specs anymore and 4K content has been really chugging with skipped frames. I'm now looking into an Android TV (not a fan of amazon/apple) and hoping for some advice. My requirements are basically streaming 4K/Dolby Vision/HDR video content, with Dolby Digital Plus for audio over ARC (my AVR doesn't support Atmos and only has 1080p inputs).
Here's the services my wife and I primarily use on our living room tv:
Paramount+ (this is what sent me down this rabbit hole)
Netflix
Peacock
Hulu
Disney+
Vudu
Hbo max

Paramount is the most annoying one as it's listing of Dolby Vision supported devices is just "Android TV" then under supported Android TV Devices they only list "Nvidia Shield" and "Select Xiaomi devices".
Is a shield my only option? Does it work with a chromecast w/ google tv?

If you live near a Walmart I recommend the Onn Android TV box. It's $20.

I actually like it more and use exclusively now instead of my Google Chromecast w/ Google TV.

The TiVo Stream 4k supports Dolby Vision as well as HDR.

Whats your tv? Just because it "officially" supports HDR or Dolby Vision, doesnt mean its actually capable of displaying it properly. A lot of budget 4k TVs are like that. If its not Oled, and it doesnt have local dimming, its not displaying HDR/DV properly

Hopefully Im not late, but I recommend that you buy Xiaomi MI TV Stick 4K, it has Atmos and Dolby Vision, for around $60, real android TV (Android 11), very compact, if you need to connect external storage, just attached a USB splitter with power input,

It's probably an old list they haven't updated but your not really gonna get a deal on one so buy it where they have a good return policy and see what you get.
