Android TV server?

I've gotten myself confused about this,

If you have a win 11 pc running as a server, and win 11 can run android app can it run a android TV gui? If so can you pass-through win emulators and Plex ect back to the android TV gui? In short could I have a pc media center and it output an android TV to every TV in my house and access the same play list save games etc and be big screen and wife friendly

Honestly, I think you’re trying to engineer a solution to a problem that doesn’t exist. You’re going to need a device on every tv anyway to remote back into your proposed android tv emulator anyway so why not just make your tv endpoints android tv devices?

Well, there are remote desktop apps so you can watch the same "screen" of the PC in the TV and even play games (Moonlight, AMD Link, Steam Link, Rainway, Parsec ....)

I don't think that accessing a remote Android TV UI would be more friendly than directly using the device though.
