Use the Play movies remote. That one has volume controls.

On the Google TV, go to remote settings and change volume control to CEC or automatic or something like that.
Use the volume up and down on your phone (physical buttons) when in the app
I am not a fan of the new remote.
It's showing up on the home app on my phone (the mute button too)

I wish the phone volume controls worked when on this screen, like the old Chromecast controls worked.
If it isn't there then IR volume us being used since your phone can't control that then it won't show
The controls on the phone change the volume.
