I use multiple straming apps having 4K TV and limited GB in my Internet plan. Is any way I can force my TV to slower Internet speed so I Prime/Netwflix apps will play content in HD/FHD, not 4K? I know that some Android Phones has these settings in developer mode. I use 2020 Philips TV with Android TV 9.
Slowing internet speed down is usually done on the router side, not the TV side. Check your router interface, you may actually have this kind of functionality available.
Another thing is to try and look for limiting bandwidth usage in actual streaming apps. For example, YouTube Next got profiles that allow you to choose default video quality, on Netflix you can change your subscription to a cheaper option, that only allows FHD, etc.
I am not saying its impossible to implement bandwidth limiting on Android itself, i am just not familiar with anything that does this, but that something will likely open a fake 'vpn' in order to accomplish this, you can use this info to try and narrow your Google searches. But i'd check the router way first.
