If he doesn't need Dolby Vision or Dolby Atmos the $20 ONN UHD is an almost perfect device. If not in the US Chromecast with Google TV, Fire TV Stick 4k.
Chromecast 4k with Google TV is super fast and responsive and they have a great setup since you can use the assistant. It's nice being able to use my remote to dim the lights when I want to start getting ready for bed

Cheapest is either the Tivo 4k on clearance at Walmart or the Walmart Onn.
If someone uses or wants Netflix, the CCwGTV Netflix Bundle essentially brings the device down to $7. Not sure it's worth full price with its storage limitations. It has a stronger processor than the other two, but a worse remote.
All skimp on RAM and storage.
Fire tv sticks work great too.
