It's been already discussed multiple times in this subreddit...if you live in unsupported countries, the Google TV/Google play movies & TV app will get disabled automatically from time to time. You need to enable it each time to use the remote.
Here is the list of countries where the app is currently available.
It's not supported in your region, that's why. I believe if you turn off auto updates for this app in playstore, it should stop the auto disable thing
