You should not try that. It is not available in certain countries because the service does not possess licensing to legally show that programming in that country. If you try to circumvent that you would be breaking the law. It is illegal to watch unlicensed content.

From what I've seen even if you download the Google TV APK. In an unsupported country ( IE Canada). The installer will show Google TV. But once it's installed it will stay with the Google Play TV and movies app. My guess is a server-side switch much like many other things with Google these days
