The part you're holding goes into the TV. The PD port is the one that goes into the USB-PD charger but you might not need it depending on the Android TV you have if it's only to use the ethernet port on it.

Need more info. Which AndroidTV is it? What ports are on its back? It doesn’t have ethernet? Does it have USB? Share specific model names, and/or pics of the available ports, and we’ll be able to offer better help from there.

The USB-C cable in your hand (the floppy loose bit) goes into your Android TV device (I'm hoping its powered by USB-C). The previous USB-C power goes into the "PD" USB-C slot on that adapter dongle so as to allow passthrough power.
Alternately, if your device has a barrel plug (like the round ones that come from a power adapter / wall-wart style power), just plug that cable into a spare USB-C port on the device (or get a USB-C to USB-A adapter if it only has USB-A, or similarly if only Micro-USB).
Without knowing what AndroidTV device you have specifically that is about as much help as we can give.
Power goes into the usb c port on the hub. The usb c cable goes into your Google TV

You can't connect a TV to the internet with that.
Does it need to be powered for Ethernet? The cord your holding goes in the TV. If needed, it would be charged via PD (Power Delivery).

The end in your hand goes into the Chromecast and the power cable goes into the hub somewere. You do need a larger power supply than the original one though.
