I have couple of local streaming apps on my phone but they're not available on Play Store. Only Apk through their official site. Can I somehow download this APK on Samsung Android Smart TV and install it just like on the phone?
I can't do this on my LG TV because it's running WebOs not android.

There is no Samsung Android TVs.. I suggest do better research, all samsung tvs use theyr own proprietary OS
I bought a tv with Android tv OS and I would never do it again. I hate my TV. It's much better to have a streaming device that runs android tv. And yes I have been able to side load apps on both my tv and mt Chromecast with Google TV
Yes, should be possible. Just disable unknown Apps in settings and sideload it

Other than that no issue... You can still sideload apps on Android TV.
Samsung doesn't currently use Android TV as their primary operating system in their TVs , and yes u can install Non-Play Store apps in Aptoide or just download an APK
Honestly your best bet is to buy the best TV you can with your budget then buy an external Android TV device. You will bet better performance that way and it’s upgradable in the future.
