About three days ago my shield would go black then show the old school 1990 digital snow ala Poltergeist. I've tried three different HDMI cables and every different HDMI port on my tv. It fixes itself after a reboot but it's super annoying. Has anyone had this issue?

Try with a different output device. Instead of your TV check with your monitor. This way you can rule out the TV if the issue persists

Had same issue a couple of time, reboot (power off, power on) is a temporary fix
