Does anyone know why I cannot receive calls from google duo while I am in a different application?

Although Android TV has a notification system, it seems it's not available for developers because none of the apps that display notifications on Android Mobile do the same on Android TV, that's why Duo doesn't show anything for incoming calls or videocalls.
I believe the same applies for Google TV.
Jami doesn't display a notification but incoming calls appear as a full screen notification which is obtrusive in my opinion if you're watching a video or doing something else at the moment.
