Depends on video source. You can make videos stored on the Shield discoverable/playable on other network devices. You cannot cast or screen mirror Netflix etc to a PC. If you're looking inetead for an Android TV-ish experience on the PC with apps, you could try installing an Andorid TV emulator.
why not connect the HDD to your PC and set it up as a network share? then you can point your mibox Kodi instance to it and easily access it from your PC.
You can kind of use TeamViewer, kinda sorta, but that won't work with any kind of protected content like video and whatnot, and performance will not be adequate for games either.
What is it you are wanting to stream? Video files? Applications?
