Yes as long as the app you're using supports ftp like (VLC, Kodi, Solid Explorer) to name a few.

Routers with FTP are usually shyte. They don’t have the juice to perform well. You’re better off getting areal NAS.
That said,Kodi can easily read any network drives. FTP, NFS, uPnP, etc
many file managers have the capability. Check Xplore File Manager or FX File Explorer.
