What you're looking for is in Android settings, it is required for Android. If it's someone elses account, add yours by signing in, then you can remove theirs. Done
If these are indeed system apps a factory reset will only remove apps you have installed and return it to factory condition.
What I actually want is to be signing in using the six codes everytime i want to enter my account. But now i cant because apparently when removing it using another device doesn't clear the account, it just signed me out and when i want to sign in, i need to key in the password by typing using the remote. The remote really sucks. Doesn't even have a mouse. It has but you need to move it by pressing the left or right arrow button.
Can you factory reset the TV? Although I've never used a Android TV so I'm not sure if an account is required to set it up or not. (I would hope not)
