It might help if you include information about which app you're having issues with. Hulu, for example, is absolute trash on Android TV and there's nothing to be done except wait for them to fix it. If it's every app, there's probably something wrong with your TiVo thing's HDMI deep color. I'm not familiar with available settings on the TiVo, but there might be something in there you can change. Also, some older TVs also don't support deep color on all HDMI inputs, so you'd want to verify you're having issues on the same port that's working for your other devices assuming you haven't already.
I have no idea what your "TS4K" is. If it is a media player and it shows noise in the black on every display, it is its fault. To overcome the issue, you can try to modify the black level of your display. By adjusting that, you are "crushing" your blacks a bit, noise included.
Also, check if your needed HDMI range is "Limited" or "Full". This may be a problem.
