Install Teamviewer quicksupport (you can instal from web on same account), access it througt PC and you can control/see everything and then you can do backups:)
Yes, you can perform backups with android debug bridge (adb) without being able to install software. Here's some documentation
Isn't everything automatically backed up in your google account?
You should be able to transfer files on the same network without too much hassle.
Use File explorer on PC or with a usb maybe (not sure for TV on that one)
What do you have on TV that is not on cloud and worth backuping?
