So i have 2 of these boxes and neither turns on the TV's. ive had a chromecast in both TV and can confirm the CEC is present. Is there something i can do to have the built in chromecast switch on the TV when i cast to it?

You have CEC control activated in the MiBox, right? Also try another HDMI cable perhaps.
The problem with Google Cast aka Chromecast built-in is that it doesn't stay ON when the device is in stand-by mode, thus you can't see the cast icon on compatible apps, the majority of Android TV boxes present this issue though some seem to have it fixed like the Formuler GTV, I own that box and I always see the cast icon available even when the box is in a deep stand-by state.
This doesn't have anything to do with HDMI-CEC.
