It sucks. I hope shield gives us an option to keep android tv launcher instead. I have both the shield and CCwGTV and am trying desperately go change the launcher to android tv but it can't or no one has figured out how yet.
It's more a no rollout vs a slow rollout.
It's rolling out very slowly, you'll have to be patient, you can visit the apps section of the Play Store daily until you see the update there and install it manually, unless of course, it gets updated automatically if you have that option activated.

Nope I'm in France it takes longer it's not an app update but a server side update It takes almost 2 weeks to apply So we should get it next week if we're not lucky before
I got the 3.0 update for Core Service and Android TV Home on my Shield Pro through the Play Store today. However, nothing has changed! I cleared the cache and restarted the device but the UI still the same! Any suggestions?

I'm in the UK so no. I'm conflicted as I don't want adverts on my home screen but I would like a 4K UI like the Google TV device.

No, hope it wont come to the Shield.
It probably won't come to the Shield (just as the previous ad/suggestions carousel up top hasn't) unless Google stops supporting the version that Nvidia is using.
