You can just sign in to your Android TV using a Google account during setup. Using the app to setup is optional.
Install Google Home apk on your chromebook.
Do you have a smart phone at all?
You need the Google Home app to setup Chromecast with Google TV. It's available on Android as well. It's not just an iPhone thing.
Do you have a smartphone running Android? Only asking because you mentioned iPhone specifically. If you do, you can use that.
