Have you tried 'adb connect'?
Not tried it and the reviews are not great but you ideally need a samba server.

I am also trying to figure this out. Kodi appears to have this function built in.
I also understand that an external USB drive is only writable if used as adopted storage, which is a bummer as I would love it if it could act as a NAS.
I installed Solid Explorer on mine and use its FTP server to access the files using my phone or laptop. Other FTP server apps should work as well.
I can see "Logcat Reader" on the Google Play Store accessed from my Chromecast with Google TV.
