Make a Google account from a different account for example the UK
Just fetch the apk from apkmirror and sideload it.
Its built into google messages as well
It was removed from the Play Store due to the microphone issue with Android 9, I assume Google is working on a fix since the issue is already reported at the Issue Tracker website.
