No. What you're seeing is the result of your TVs response time, the time it takes for a pixel on your display to change color (usually from white to black or grey to grey I believe). A good/adequate response time for gaming is 5ms, lower is better of course. TVs generally aren't great in this department, but many displays have game modes or other "enhancements" that ameliorate the problem somewhat. This may include a pixel overdrive function or black frame insertion, there are different techniques.

If you're buying a set you'll be frequently gaming on and/or you find that you're particularly sensitive to this kind of thing, you're going to want to buy a higher end display. You can get a gaming monitor that will perform much better for around 300 US, or save a bit more and buy a TV better suited to your needs. Rtings has great reviews and display specifications has most of the info you'd ever need to make an informed decision. Unfortunately it's pretty difficult to find the response time of most TVs as it's just not listed in the majority of spec sheets. This is where reviews and manuals come in

Do you have a "Game Mode" option in the tv menu?

Is this a base PS4? Or a PS4 pro?

Are you using HDMI 2.1 cables?

Do you have HDR enabled?

If it is enabled, does your TV say HDR in the upper right corner when you turn the game on from the console menu?

So it's not just me, this TV is incredibly hard to look at for ANY source for this reason IMO
