Restart the chromecast and re-insert the batteries in the remote

I could be wrong but I think that icon comes up when your remote mic is actively listening.

For specific apps you can revoke the microphone permission in the settings, I had this icon in GeForce Now app

Restarting the Chromecast usually fix most of the problems.
