Not natively.. Have a look at Home Assistant with that it should be (somewhat) easily done

Maybe you can do it with Tasker or Macrodroid but you must have it installed also on tv and i am not sure how well it would work there.

With Macrodroid i can imagine that your phone would trigger/load webhook when incoming call and then TV would simulate audio button to stop playing media when webhook is triggered. But you will need both devices to be connected to wifi for macro to work.
