You can check once by using the Android TV Remote App from the phone. It has a manual Keyboard trigger, which might help your case unless the OS/app you are trying itself is restricting it.
If the app does the right thing this should be automatic but ime it can be a bit hit and miss. My Sony Bravia has this problem in a couple of areas and in the past I've worked around it by forcing the keyboard to appear by directly sending a bit of text over adb i.e.
adb shell input text 123
On my Bravia, I had to change the default keyboard and then it started working. It was set to a voice keyboard (so one would not pop up).
You can force a keyboard to appear if you click your heels twice.
