TVUsage app keeps losing the special permission "Disable Energy Optimization". Any ideas how to get it to stick?

TVUsage app keeps losing the special permission "Disable Energy Optimization". Any ideas how to get it to stick?

Interested in knowing what this permission exactly do. I see most of my apps have this and I read somewhere if this permission to any app then it can run silently in the background.
If I don't want an app to run on background can I just remove this permission to that app?
