CCwGTV supports ATMOS on some 3rd party apps BUT not on my movies under the library tab.

Any Explanation or solution? Does Google as a movie retailer support ATMOS at all?

The answer is NOT YET.
Google TV (aka Play Movies and TV) only supports Dolby Vision but still NOT Dolby Atmos inside Dolby Digital Plus (the one built for streaming services).
It only supports regular Dolby Digital Plus and also multichannel HE-AAC.
