You can, but there is no UI indicator.

Go to the channel you want to move up/down and press "left" two times (to where normally should be button to move them), and press OK. Then buttons of the bottom will show up, which you can use to move channel (but there wont be any indicator which button is highlighted).

It's a weird bug
