New Sony X750H Android TV doesn't show up on Cast Menu when TV is off

Our brand new Sony X750H 4K Android TV doesn't show up in the list of available Cast devices (for example, attempting to cast something from Netflix) when the TV is off. The TV is just turned off via the power button on the remote, so it's on standby, and it's still plugged into a turned on surge protector. This is a regression from our old Chromecast Ultra and dumb TV, where casting content while the TV was off was available and it would turn the TV on. I'm also unable to turn on the TV from Google Assistant/the Google Home app, like I should be able to do. I am able to turn off the TV from Google Assistant/the Google Home app, however.

When you hit the power button it is powered off. It does not go into stand by mode

I have the exact TV model.Go to the "bravia settings" and check if remote start is ON. If not, turn it on.

This is a "universal" issue, plaguing almost every Android TV device or television, it's something Google said it was working on but it's been three years and still nothing, Google seems not interested about it, anyway you can add your comment to the following bug report I made at "Issue Tracker" website:
