The YMusic app works perfectly for this, it integrates a proper SHUFFLE for your Playlist/Liked music. Great for background music playing as well.
I am also frustrated AF about this. I've sent them feedback here > https://www.youtube.com/tv/feedback . Hopefully they change it if they get enough requests.
