today I get my new Chromecast and I was wondering that's not possible to turn Soundbar and TV on/off over IR Signal. Only the one or the other is possible in settings.

It asks you during the setup but I never found (basically didn't look) to see if I could change or add anything. But one would assume that you can if you can add it during setup.
Had the same issue. For a workaround, I had to setup the sound bar via bluetooth for the tv to turn on/off the soundbar
I came here to ask the same.
the soundbar would turn on via HDMI CEC when the TV turns on but now I need that port for the chromecast and plugged in the soundbar via optical cable.
the remote can increase and decrease the volume, but it doesn't turn the soundbar on
See if you can get your soundbar to power on with your tv independent e the Chromecast. It's the only way.
