I have a Sony OLED TV and was wondering if there was any way to enable frame rate matching for 24p content? My Apple TV does this by default. Is there any app I can download to enable this function?

Your really do not need it on Sony OLED’s because they have about the best motion control in the TV business. 2020 OLED‘s from LG, Sony and Panasonic also now have great Black Frame Insertion.
See TV settings in these two webpages:

True 120Hz display panels in modern 4K TV handle motion the best.
Internal apps on a Bravia are locked at 60hz. You need to hook up an external device to watch content at different refresh rates.
Depends on application, Plex and emby does it.
