You can sideload the new UI from apkmirror, I just did it on my shields and it works a treat.

I received that popup yesterday.
I have also tried the Google TV launcher and it seems slower than the standard Oreo/Pie launcher. That's probably from it constantly pulling recommendations when brought back front.
I received the survey this morning in Canada on my Shield
You know I'd love to choose I don't like it but then I'd probably get that bloatware that is the new Chromecast with Google TV launcher. I'd much prefer I be able to go back to the Android 7 launcher than move to the new FireTV style launcher.
