I've been told that there is an option on the Nvidia Shield to turn off Dolby Vision so that it outputs only HDR 10 . Does anyone know if this same option is available on the new Chromecast With Google TV?

You can't even disable HDR at all. The only option is to match dynamic range. For some reason it comes with it off which makes DV always on. I immediately turned that on so everything wasn't HDR.
I am also having the white line flash while viewing Dolby Vision with my Chromecast with Google TV. I hope there is a fix soon.
Not that I have found yet. Netflix outputs DV but every other app I tested comes across as HDR10+. I have a Vizio Quantum TV.
I am also getting a strange glitch in my video, not sure if it is related to DV?HDR yet. I have a weird static line of pixels flashing white across the screen in random places and times. Happens mostly in Netflix. I'm hoping my chromecast is just faulty and I can replace it.
