I had this happen on my xbr-x800g but I had a wireless keyboard and mouse plugged in. I unplugged the receiver and the onscreen keyboard started coming up again. Maybe try a reboot? It’s under about in the setting menu
I see this problem in specific areas of Android TV (Oreo) on my Sony XE85. It mostly works ok everywhere but one text box that consistent refuses to pop the onscreen keyboard is settings -> network -> static -> IP address. This definitely is a Sony Android TV bug. I force it to do the right thing with adb shell input text xxx.xxx.xxx.xxx and adb shell input keyevent 66
Try disabling gboard updates under settings-apps-gboard-uninstall updates
